need help with turbo on 98 civic

i have a 98 civic ex non vtec. that was given to me because people didn't no how to tune it ... neither do i tho?
the car has a turbo/turbo timer/inter cooler/intake/and lots of other stuff/ tuner hooked to the computer of the car .. etc.
car drives but sputters alot at a low rpm an when warm doesn't want to start back up rite away need help car sits until i get it running rite thankss

it needs to be tuned by a profesonial with a legit tuning program such as hondata.
also if it is an ex then it should be vtec unless its been swapped with a non vtec motor
what motor is in it?
