ball joints

Hey everybody......I'm confused..... well I went for my state inspection and failed due to bad ball joints on my passenger side. I went went home and checked... Well the question is..... is the upper ball joint suppose to move when you do the ball joint test tilting the wheel back and forth.... or is it suppose to be tight... I drive a 93 Honda Civic Hatchback CX. Thanks ahead of time.

There should be no play in the ball joint. It's only suppose to let the tire turn when you steer.
