I went to oreilly and asked for the manager and they said he was only there monday trough friday until 4pm

If the manager that works there doesn't even know how old you have to be for him to hire you, doesn't that indicate that that is probably not a good place to work?

We usually say 18. Now, I've heard of exceptions for 17-year-olds, but it's not very common. Don't count on it.

I applied when I was 17 and was turned down because my birthday wasn't within three months.

No, I used to work for Autozone, and I know if they need someone, and you know your way around a car and a cash register, they'll hire you as long as you're 16 and you pass the preliminary screening. Hell, when I was going to school at SIU, I had an 18 year old kid who was my night manager (I was 20 at the time and just starting). He had already been with the company for 2 years. He said that he transferred from a small town and that they made him manager out of necessity. It could just depend on the location.
