Buck, sputter, and hesitation at high rpms.

I have a 95 Honda civic, D16z6. Vitara pistons, t3/t4 turbo, 450cc injectors, 255 fuel pump, chipped p28 ecu, and God Speed 2.5in exhaust. I am having a buck/sputter issue only at high RPMs. I have replaced the cap, rotor, coil and igniter and the problem is still occuring. I have checked my fuel rail, and my injectors. Also, my check engine cell is flicker/blink only when it sputters. Has Anybody ran into a problem like this?

And you're 100% sure it isn't the rev limiter?

Yeah. The videos are showing me using about 30% -50% throttle. If I WOT, she won't even pass 6000rpms in 2nd and 5200 in 3rd, I have to back offrom the throttle to exceed. Also, my ignition timing is completely advanced, if I set my dizzy to any other degree, she bogs out.

What are you tuned on software wise? Has it always been like this?

Open or closed loop tune?

Socketed p28 with a phearable chip. It's an open loop, I have the map and o2 deleted.
