Random high idle after cleaning IACV

My friend's 99 d16y7 was sitting for two weeks. When he went to drive it he had a high idle issue which periodically would be a hunting high/low idle.

It finally stablished at 2000rpms and threw a code for the IACV.

He's not too mechanically inclined so I offered to clean the valve for him - that thing along with the throttle body was caked in soot! Car has 227k miles and never once was TB cleaned.

After a good scrub as good as I could get it, assembled everything and idle seemed instantly better.. However as he'd drive it would randomly go high or super low like it was going to stall but not consistently high like before

He noticed if he quickly taps the throttle the idle will drop. No codes this time.

My questions: I didn't bleed coolant line because not much came out, I topped it off but would it cause this issue?

Also, if it were a vacuum leak would the high idle be consistent or random like its happening now?

I would check the throttle cable. Maybe during reassembly it wasn't put back together correctly.

If it were a vacuum leak would the symptom be constant?
