OBD issue: 99 El w/ B16a2

Hey guys so long story short I fell in love with a car for sale on the Internet it's a 99 acura El with a b16a 2 swap. Engine light comes on and goes off when started so it does work. Problem is the car does not communicate through Obd2 just throws and error. Any idea what I have to do to get it to communicate? I'm in an expired temp and Ned it done asap. I'll attach pics

Also a quick note previous owner says it was chipped and obd1?

I dont know what you mean by "expired temp" or "etest problems" in the title so I tweaked it to draw in helpful attention. That wiring looks chaotic with it all being red wired. My guess is that either somethings miswired or the ECU might be incorrect. State what ECU it has.

Yep, Sounds like you have an ODB1 ECU. You cannot get it to read through an ODB2 port.

I mean, a B16a2 from the US/Canada is already ODB2. You should be able to get away with a P2T.

You have an USDM Si motor. For Canada, that's the same motor as the SiR's.

P30 won't work because that's ODB1. It *must* be ODB2 for it to work.
