1990 Civic Seat Belt Problem

I have recently purchased a 1990 Civic for my son. The automatic seat belt adjusters that attach to the door do not work, so we have to unbuckle them every time we get in or out. I've checked the fuses but can't figure out which one would apply.

Any ideas?
