Try putting your thumb on them and turning counter clockwise. WD-40 the crap out of them first, since its an old car. If all else fails, drill that b***h.
Even if the fuses don't look blown, with that multimeter do a resistance check. If it reads infinite or some crazy high number like 3.58Mohms, it's open.
