It could be the timing belt cover being rubbed on by something that rotates.

I always use 93 octane in my SI. As for oil, Castrol GTX 10W30 in the summer, 5W30 in the winter. And I use a OEM Honda S2000 oil filter.

Thanks for the comments. I know the pics don't do justice (shitty camera I have) but the finish is real deep, dark, and shiny. I tried to get all the swirls out but I did this by HAND...no machine for me but I'm planning on one in the future....end result is little to no swirls by hand...not bad...
