Are you sure it has a D15? it should have a D16Y7. The best manifold for that engine would be one from a D16Y8. Pair it up with some good bolt ons and you should see a small power gain.

When you say "cold and hot" are you talking about the engine temperature or the temperature outdoors? Kind of sounds like a bad Main Relay to me.

That motor is absolutely useless. Nobody makes anything for them, and most people throw them away, and as far as I know they can't be swapped into anything.
