on my 99 civic ex i bought a CAT my mechanic told me to replace both 02 sensors.. is this true?

the code that came up was P0420 and they said the probable cause could be 1. A/F ratio concern 2.air leak near h02s heated oxygen sensor bank 1 3.ignition system concern 4. faulty catalytic convertor

im kinda a noobie but is my primary sensor the one before and after the converter..

on my 99 civic i brought it to advanced auto parts and they pulled up the code for me they told me it could be a faulty convertor or a/f ratio.. How do i really find out what this is before i go out and buy a o2 sensor the code read: catalyst efficiently under threshold bank 1

my pax window on my 99 civic wont go down. I can hear the motor and the regulator but the window wont go down.? I took the panel off because it fell off track a couple of times and i had to fix it but now the window wont go up or down what do you guys think the issue is.. feedback pleasee

i have a 99 civic ex automatic.. i replaced my front brakes and pads do u really need to replace the rear ones since the car is front wheel drive( some people have told me its not necessary) so for wheel bearings im a noobie what are they used for and what would happen if they are not replaced
