1997 Honda Civic EX Cold start issue

I have a 1997 Civic, that will not start when it is cold. It is all stock except exhaust. When I go out in the morning, it cranks, but will not start. As the day warms up, I go out in the afternoon, it starts and runs fine???? It is winter here, and the mornings are in the 20s or so. The afternoon gets in the 40s. No check engine light. The cap, rotor, plugs and wires have been recently replaced. When I got the car it was warm and was fine, but it had a check engine light. The codes were P0116 and P0118. I replaced the coolant temp sensor for the computer and the fan switch. I also noticed the temp gauge is not working. Is there a 3rd sensor for just that? I would appreciate any help. Have your battery tested. They are notorious for causing starting issues when it's cold out.
