97 civic WONT START!!! NO SPARK NO FUEL

I have a b20 block and a b16 head. A could weeks ago my car was losing power
I noticed that somtmes when I would give it gas it would lack acceleration
Then one day it kept happening and it finally just stalled and never started up again
The fuel pump works when I test it to the battery but not when it's on the car ( it won't prime) I got a new main relay and still no start then I checked for spark and there was no spark with a new dizzy. I checked all the fuses and the thermostat ground and their all good please help this one is kicking me in the ass

Turn the key from Off to the ON(II) position. Does the CEL turn on and stay on, or turn off after 2 seconds?

Does the CEL illuminate at all? Or does it turn on and then go away after a couple seconds?

Instead of fixing the problem, it is very common for people to pull the bulb of the CEL so they don't have to look at the light all the time. I would check that first. Your CEL needs to be coming on when you turn on the key. Fix that and pull the codes. I am betting a guess that the PO pulled the bulb instead of fixing why the light was on.
