98' civic 5 speed

Check engine light on and lights are flickering I don't have a TAC but when it's in neutral and I push on the gas my speedometer goes crazy does this also in drive , can some one explain to me what's going on thank you

Everyone I change fuse number 15 it blows

Common issue with these cars. Check the link above and inspect for damaged / melted wires. Repair those and you'll be all set.
