Bearing Torque specs: 1998 Civic EX

Hi my Name is Daniel. I've looked it up on a different form and read that I put the connecting rod bearings at 18 foot pounds and the main bearing bolts at 24 and then 38. these are all new bearings. But I cannot turn the engine by hand. Shouldn't I still be able to turn the engine by hand with a ratchet and socket?

I would pull the mains back out and 3 rod bearings. Everytime you install a rod bearing and torque it down make sure the motor still spins till you have all 4 rods torqued. So you can pinpoint where the issue. I'm not sure and someone correct me if I'm wrong but I believe the rod caps have to go back in a certain way
