Gen5 memory (radio and clock) voltage

Ok, So I am new to this forum so please don't slam me too hard. I just bought a 93 EX coupe and am in the process of fix'n it up. It did not have a radio in it when I got. The problem I am having is that the memory wire (white/blue if I remember correctly) for the clock and radio does not seem to have the corrct voltage and I am unsure where to start looking to correct the problem. When the car is off (key in off position) no voltage is on the memory wire, when you turn the car on or to ACC the memory line will go to 4.88 volts. Now correct me if im wrong (please) but doent this need 12vdc at ALL times to keep the clock and the radio stations? also I noted that when turning the car off the voltage will drop from the 4.88vdc slowly as if a capacitor is discharging. Any thoughts would be helpful... Thanks

The problem is that it does not work at 4.8volts and it goes to zero volts when the car is off. what up?? :?:
