guage cluster wiring issue?

hey guys my 1995 ej1 cluster stopped working only parts working are hazard signal on cluster, SRS light and battery light i had my mechanic try a different cluster as a check and it did the same thing with it and we checked the wiring and all fuses and everything was good so im just curious if someone could lead me to a thread i might have missed when searching or can give me a explanation on what i need to do so i can fix it. anything will be greatly appreciated and thank you

PS turn signals outside don't work but emergency hazards do?

Are you positive your battery is in good working condition? And you've checked all the fuses under your hood too? Those send power to your fuse blocks under the dash as you probably know.

10A dash fuse 15 is blown. Voltage test it. Click the fuses link in my signature.

I tested fuses and tried new ones that I already had and nothing changed between the fuses
