Having Smog Problems 95 Civic Hatchback

I've been trying to pass my little hatchback for the 3rd time and to no avail. It currently has 331k miles, which is irrelevant since it has a 98 engine(originally came with a vtech engine). I've changed a lot parts to which I'll list below as well as the Smog Check Report.
Parts I've changed:
-Catalytic Converter
-Radiator
-Spark Plugs
-Distributor
-Air Filter



Well that's all the parts I remember changing and thanks in advance!

I'm assuming here... Have you considered converting it back to obd2 just to pass emissions? That means changing out the ecu, wiring harness, o2 sensors etc... It will run like crud, but it will pass that way and then change it back to how you had it.

Connie, Its a 95 hatch with a 98 engine..

IDK what engine as he didnt list it. But if its stock with a stock ECU, IDK how to get the NO to pass.

these wont help with emissions, try changing out the O2 sensors to OEM or Denso brand. Run the car for 30 miles or so, then recheck
