Civic 2011, non HID, high beam works, low beam doesn't
1. Tested under dash fuses... have voltage, both fuses tested 21 and 16 are fine
2. No voltage on the lamp connector, nor on the wire

Its likely a blown bulb. Remove and inspect it, looking for a broken filament. If you dont know what that is the swap it with the other bulb to test. A brief online search would've yielded this info.
