High Hydrocarbons on DEQ test?

Hello everyone, I am new to the forums so if I am not asking this in the right place or something please let me know, thanks.

I just bought a 90' civic dx 5spd. When I took it to the DEQ it did not pass because the hydrocarbons where too high. They were 550 out of an allowable 220. I don't know much about emissions so any help would be great. I do have paperwork for a head rebuild done last year if that helps. I gets good MPG and seems to run strong but it does smell like it runs a little rich though. Where should I start? Is there a way I can tell if the CAT is bad? I Should probably start with a compression test huh? Thanks for any help.
