97lx from cold start it starts normal then climbs to about 2000rpm and stays there.

I would start by cleaning the Idle Air Control Valve (IACV).

Is it a commen issue? It was doing this to one motor got tired of it changed and the new motor is doing same thing

I'd say it's pretty common. Over time it gets filled with crap and carbon deposits. I had to clean mine years ago when it gave me issues.
