How to prevent rust like bubble from spreading?

I see somekind of bubble on the upper side part of my EG and it seems to be made up of rust inside, how do I stop it from spreading? and how do I prevent other parts of my car from having the same case?
I live in a tropical climate.

Unless you cut out the rust and weld in some new metal and paint it... chances are it could continue to spread. If it's rusted through on the inside, it will continue rusting away slowly. Try some rust encapsulator on the inside where the rust is probably forming, and the outside re-sand/paint it.

Rust is a cancer, difficult to keep from spreading unless everything is removed, via sanding or cutting out and replacing the panel. Good luck with it.
