little to no power

i got my car back today its a 98 dx with a d16y7 and i put the key in and it takes and min to get power to very thing. like the dash light come on and slowly die out. im thinking battery i want other ppls input because the car turns over fine

I was going to say that's just life with a y7, but stopped myself.
test the battery, i'm betting it's that.
