Need Help

I have a 1991 honda civic. I accidentally snapped one of my rocker arms bolt in half and I don't know how to get the other half of the bolt out... Do you guys know an idea on how I can take it out?

Also, do you know where I can get a OEM replacement?

Need to see what is there to give you a specific method. If I'm picturing it correctly you would still a small hole and use an insert extractor. You could have a shop weld a nut to it but would need to get it there. Or if there is enough sticking out a stud extractor. But with seeing it I'm just guessing.
