No air to footwell 2001 EX coupe

2001 EX coupe. Heat or cool air will not go to footwell. The other settings like mid level vent and windshield defrost work fine. I assume that whatever moves the damper door to the footwell is the problem. It is either not able to move or whatever electronic gizmo is supposed to move it is not working. How do I check it out? Is it hidden?

Inspect your climate control vent actuator. Its #13 on the diagram below

Thanks I see the part on the diagram. I assume item 18 is the actual vent door. Any suggestions as to how to get to the actuator. Is it behind the radio panel or down below? Thanks
