rough or no start

2years ago my 98 civic LX manual would not start. rough then no start. accel pedal hard to depress then ok. MANY mechanics and 1.5 years later a mechanic replaced vcg (again) and car ran fine for 4 months. now doing it again. any ideas.

Possible carbon build up around the throttle body and IACV. Inspect those and give them a good cleaning.
