Wiper changes speed randomly

I've had this problem for several months now on my '08 Civic Coupe. As the wipers work, they'll usually randomly change speed. So if on Intermittent, it'll go to slow, then back, then back to slow, then stop. Same for the other speeds, and it's sometimes hard to get them to stop at all.

I've already replaced the switch in the steering column and the wiper motor. What else is there? I've heard some things about a relay? Or integrated control unit?

My wipers change speed on their own all the time, but they never stop when in the "on" position, I think that there is something in the wipers that changes the speed of the wipers based on the speed of the vehicle and such but i am not sure if that is what is going on with yours
