Reverse feels like brake is engaged

Just bought a '96 civic ex with a 5 speed manual transmission. When I shift into reverse it feels like the parking brake is on and shakes and makes some unpleasant noises. I need to replace the brake pads and rotors so I'm not sure what noises are coming from what exactly, but I know there's something wrong. Does anybody know what this could be? Is it something I can fix on my own?

It’s common for the parking brake cable to seize in freezing weather.
This. Mine would get sticky, but after a few seconds of driving, it would unstick itself. It got worse over time, until the cable failed completely on one side. But that's me dealing with freezing temps for an entire northeast winter.
