B20 Block with B16 Head Build, info needed.

Ive read a lot of different information about this build and im wanting to get some help. Build wise ill rebuild a B20B block. ill build it with oem spec ACL bearings and rings. Skim and hone. Stock pistions, rods, pins, and crank. Head wise I'll rebuild a B16B head with stock internals, skim, maybe a light port. New seals all round. Power wise im aiming for around the 200hp mark but ill be happy with 170hp. Hoping to keep the budget at around $2K, most of the parts and labour i can get are cheap through my work including a dyno tune. This wont be my daily so the over all build time isnt an issue.
Im really after info for things i should look out for. When is a safe point to have vtec kick in rpm wise. What water pump, tensioners, timing belt is best suitable, ones off a B18 or B16? Can i use the B20 headgasket. Can i keep the stock B20 oil pump. Rpm wise ive read that keeping the limit at 7Kish to keep the rods from letting go while still having good torque.
Any info would be greatly appreciated!
