Plz help. Confused 98 Civic ex with d16y7

Hello,
I have 98 ex with high idle . Rpms at 2000 then when I step on gas it goes back to 1500 and starts to jump between 1000 to 2000 ??
I unplugged the IACV and idle is study at 1500 rpms.

The stock Civic EX has a VTEC engine. What non-VTEC engine was swapped into the car?
No, it was a vtec but the person before me put in a non vtec heads

only code is the vtec because it's not a vtec head

Was there supposed to be a suction in the valve cover oil cap and tube?
I filled the oil up too and checked it and was empty

Okay.

Have you checked whether the throttle cable is not too tight and has some slack?

Did you remove the IACV and do a thorough cleaning with brake cleaner?

Did you bleed the cooling system?
Yes did all of those.
Idle is bouncy still.
And codes came up
41
65
73
74.
Those codes are new. Just happened sometimes today.

Codes 21 and/or 22 should also be thrown.

Codes 73 and 74 indicate misfires in cyls 3 and 4. Do a full ignition system tune up - plugs, wires, cap, and rotor.

Codes 41 and 65 - Are both O2 sensors connected?

For the idle problem, do the test below.

After engine is fully warmed up and is having the high, surging idle problem:
Remove air intake system.
Does covering the hole inside the TB leading to the IACV with your finger cause the idle speed to drop and stop surging?
Ok I will do those tomorrow as my place is dark.
For the vtec codes, it's only throwing code 22 not 21.
O2 sensors, only 1 is available

Oh, I didn't expect you to have the fused exhaust manifold-cat system. Your picture shows the secondary O2 sensor. The primary O2 is higher up and plugs into the exhaust manifold. Remove the aluminum heat shield to see the primary O2 sensor.
There's only one O2 sensor. The one in the picture is the only O2 sensor that's behind the heat shield.. not 2 only 1 O2 sensor running the car.

Remove the heat shield and post pics. Without question, the stock 98 Civic EX was wired for two O2 sensors.

Based on its location, the O2 sensor in your picture fits with the secondary O2 sensor (after the cat). Post clear pics of the 4 wires in the connector (wire harness side).
