00 Civic EX won't pass smog...(Visual Inspection/Headers)

So I purchased a 00 Civic EX yesterday, and tried to get it smogged today. The guy said the headers don't have an EO (Executive Order) number on them, so it will fail the visual inspection...Did I just waste my money on a huge money pit? Right now I dont care about power, I just want a legal...

I have the stock headers, but he said they won't pass either. Wtf...Does anyone know about how much it would cost to get my car up to full smog standards? There may be other problems, so worst case scenario?

Turn it back to stock, pass inspection, then go back to modding

ya smog sucks man i have illegal headers too but i dont have to smog for another year so ill just buy stock ones then plus if you kno the right ppl they will let it slide

I heard that having a 2 liter in a small Economy car like a civic was illegal in Cali ^^^
