2006 Honda Civic won't start

I had to change the battery out because I had been having to jumpstart it put a new battery in it and it won't click or anything lights come on dash lights come on but nothing from the starter any ideas

Auto or manual trans?

Have you checked the engine ground wires?

Yes I have lights don't even go dim when I try to crank over but I don't hear a click or anything

Most lights don't require engine and transmission grounds.

OK I took the starter down left it hooked up and then run a jumper wire from the from the big red wire from the battery over the small red one on the starter and it turned out so the starters good so where would I look now

Test the ignition switch.

Ok it's the little black/white wire coming off starter when I turn key to start it does not get hot

Start by testing the ON(III) position of the ignition switch. Do the cluster warning lights turn on with the key in ON(II)?

Yes looks like all lights and warnings come on

Okay. Test ON(III) of the ignition switch.

Ok under the dash I found fuse box with the 38 fuses but I don't see any starter relay
