94 Honda Civic DX Running Rich

94 Civic DX - it's running rich. Black smoke coming out of the tailpipe. Can anybody help me?

These are the following items recently changed:
fuel filter
O2 sensor
fuel pressure regulator
air filter
spark plug wires
dizzy rotor and cap

Can you fix this so it actually makes sense?

Is the car throwing a code?
Is the motor stock?
Check the exhaust manifold for cracks.

Is the vacuum line attached the fuel pressure regulator? Check for vacuum leaks.
