E-Brake Cable Replacement?

After letting my 94 Civic VX, sit for a year, I've been running into numerous gremlins regarding the rear brake drums. At present, everything component has been removed on both sides for the rear brakes, yet I am still seeing the brake light on the dash.

Additionally, I have loosened the brake cables underneath the parking brake handle; but the brake light still won't turn off from the dash.

Would this indicate that the parking cables are seized and if so, how do I replace them?

That would be my guess. Sitting dormant is one of the worse things for a braking system.
Did the car sit that year with the park brake engaged?
If it did, this is likely your culprit.

Fortunately, no. I had the E-brake handle down the whole time.
