Fuel Pump Problem: 1999 civic ek3 jdm

Anyone ever had this problem.. when i turn the car on the ON position the fuel pump just stay priming.. it doesn't click on then off.. inbox me answers if you have any

The power wire for the fuel pump is dead so had to jump to the back of the fuse box connector (yellow/green) but its like no ground
