number 19 i have it unplugged like in the picture but that part with the blue thing around it the piece i need its attatched on something

I don't recall that, sorry. There was a blue piece attached to the underside between the radio and glove compartment, that just popped out of the housing. Maybe the one you're looking at will do the same thing.

I don't know what you mean by picture #5. After step 19 just put on the new hub and steering wheel.

There are screws that hold it to the column. Stop being so impatient. You will get a reply eventually.
