New to cc

So I have a 95 civic dx coupe with a d15b7. Lately I noticed lack of power and a decrease in my fuel mileage. I pulled the plugs and they looked ok except for the number 3 cylinder was fouled. I just would like to know why. Are there better plugs to run besides oem. Thanks for the help

Have you checked spark plugs. When was last time car had a tune up
