No speedometer and feels like it's stuck in first gear

I have a 1996 Honda Civic HX, the speedometer doesnt work but everything else in the cluster does, when I accelerate it feels like its not shifting at all just revs up to about 7-8k rpms.
The previous owner claims to have replaced the VSS which I checked and it has all of its teeth and looks to be new.

Well I'm assuming it's an automatic. It's either shifting or it's not. Watch your rpms. You can tell the difference between 10 mph and 60 mph.

there's no check engine light, fuse 15 isn't blown, and there's voltage between the VSS and the connector. What else should I check?

I've never done anything with a transmission like this, or a Honda for that matter. Are there shift solenoids on the CVT model?

Anyone have anything? I've tried to research this to no avail. I ordered a new connector to the VSS to see if that's the problem. Is there anything else I should be checking?
