Power steering not working

So I just had the engine replaced, and a week after, I notice that I cannot turn the steering wheel completely (becomes hard to steer after one rotation on either side). I checked the fluid level, which was low, so I added some more, but it did not fix the problem. The weather is extremely cold these days, but even in cold weather, my car did not do that before. What can this be ?

Is the PS belt tight?

If so, raise the front end and turn the steering wheel lock to lock multiple times. This should bleed the PS hydraulic fluid. Top off the fluid again and repeat.

Then go from there.
