Right headlight issue: 91 Civic

i need help on my Honda Civic Hatchback 1991. my issue is that my right side headlight does not turn on at all but my left side Headlight does and when i checked the fuses some fuses do not function evem though i change them .... Help!!!!

So you checked the fuse for that headlight and it's not blown? I'm not too clear of what you mean from your post. Have you checked the actual bulb at all? That'd be a good place to start.

Change fuse regardless if you think it's good just to be on the safe side. Change your bulb, if that doesn't fix the problem then it is time to start chasing the wiring down to make sure you don't have any broken wires. Also check the fuse box under the hood on the passenger side where the strut bolts are.
