What does the "Torque Rod" shift linkage do?

What is the function of the Torque Rod shift linkage bar on a 98 5 speed? It appears to attach to the bottom of the shifter assembly housing and the other end to a rubber bushing at the tranny. At both ends the rod is very loose...the bushing is allowing the torque rod a lot of freeplay, and at the other end the entire shifter housing is wiggling around when I manually grab the torque rod bar. Don't know it's purpose, but it seems like the clutch is shot...in any gear releasing the clutch the RPMs go down slightly and doesn't come close to stalling. Ideas welcome.
