'04 Civic EX Speedometer problem

A couple weeks ago, my speedometer decided my car should be going faster, so it started to show the needle buried when I was driving around 70-75mph. At idle/off, the needle would sit at around 105 or so. I had to replace the battery and that then 'reset' the speedometer back to normal. However, the next time I drove the car, the speedometer developed the 'Need for Speed' again. I took it to the dealer and they wanted $150 just to diagnose the issue. All of the other gauges/sensors work fine, including the tach. I have checked the user's manual and it mentions nothing about a fuse for the speedometer, but it does mention one for a 'Meter'. If that is the fuse for it, I checked it and it's fine. Is there a relay or something to check as well?
