1994 civic ex automatic 1.6,wont start or turn over

I have a 94 civic that won't turn over I just replaced the main relay and still nothing just a relay clicking and what sounds like a fan running. I've tried crossing the starter over and it just does the same thing...need help please!!!

Main relay has nothing to do with failure to turn over. To be clear, all you're getting is a "click" when you turn the key? No starter function correct?

Correct but I'm gettin power to the starter...would that mean the starter is bad

How do you know you're getting power to the starter? .. So I don't tell you to do something you've already done.

Either way, to know for sure if the starter is good or not, put power directly to it. Jumper cables from the battery to the starter and bypass all the fuses and things. If it turns your motor over, it's good. If nothing happens, get a new one. Unless your battery is dead of course.
