2002 Civic main brake lights not working

I have a 2002 Honda Civic EX 4D sedan. The middle brake light above the trunk is working, but the two main brake lights are not. So I'm guessing it's not the switch.

The bulbs are fine. I even replaced one with a new bulb just to be sure, and it didn't light up either.

I thought of checking the fuse, but couldn't find one for the brake lights (does "stop" on the fuse diagram mean "brake lights"??). I went through all the fuses under the hood and under the dash, and none of them are blown, so I think I've ruled out that possibility.

Does anybody know of any other potential points of failure that I could check?

Also, I don't know if this is related or not, but the middle brake light bulb burned out after the main brake lights stopped working. I changed it today, and it has worked fine so far.

Use a test light or multimeter to check whether voltage reaches the right and left side brake light receptacles. If so, then use a multimeter to test whether the receptacles have proper ground.
