2004 Civic Crank / No Start

Car ran ok untill I noticed an Oil leak from timing cover.

It sat for about a month.

Replaced the cam and crank seals.

When I try to start it up it ran for 1 second then died.

No engine codes.
Battery rests at 12.7 v
Spark plugs spark, blue / orange in center.
Starter cranks.
Fuel is getting to the plugs.
Compression isnt so good.
Cylinder 1 and 3 are at 150-155.
Cylinder 2 is at 90 with no change when wet.
Cylinder 4 at 120 and 130 when wet.

Sprayed starter fluid into the intake and it seemed like it wanted to start, very very rough but then died. Unsure if this means it could be fuel related? I have 3/4 tank so Im scepticle about the fuel going bad in only a month.

If theres something I should check before I tear it back up and check if the timing belt skipped or the CKP or CMP sensor isnt pluged or is faulty, then Id appreciate any feedback or input.

Beyond that I dont know what to check.

Im under the impression that it SHOULD start with low compression as long as 2 or more cylinders dont have Zero compression. So thats why Im still looking for why it wont start.
