Thats not entirely true.

Cheap + Fast = Not Reliable most the time. This statement can vary depending on the attention to detail, builder, and experience.
Fast + Reliable = Not Cheap
Cheap + Reliable = Not Fast

For sure. It depends what your definition of fast is. Just faster or really fast? =) and how lucky you are with ebay parts, lol. Some guys are happy with 5-8psi of boost and you can do that cheap. But most people dont stay happy with that =)
To me there are only 3 ways to go. Cheap+ reliable&pretty fast or expensive+ reliable& as fast as possible with staying reliable. Or haveing a backup car, ama, never have to get anywhere on time when your driving the racecar and risk your reliability side

If reliability is your absolute goal, then save your pennies, eat cup of noodle and do it right the first time.

So wait.. you refuted the statement by supporting it?

If you can't depend on it to run for the purpose you built it for and cheap parts break regularly than the statement stands.

I have heard the stories of ebay chargers lasting thousands of miles, but very rarely. More times than not you'll have boost spikes, leaks, lean out conditions and other supporting mods cheaped out on that cause catastrophic failures. Great you spent 1500 on an ebay kit, pushing WG pressure of 8.5 lb, got a chip burned on a "buddy street tuned it" for a grand total of a 2k build cost on the stock D or B series... how long do you think it's going to last? Given luck and driving habits, probably less than the guy who sourced,matched, supported and had a reputable shop tune for a specific goal. Yeah it cost him 3 times as much, but he isn't sourcing a new motor 6 month after his build is complete.

Spend more up front so you don't have to buy it twice or replace something else due to it's failure.

No they didnt. Not sure how you missed the part where they said 'most of the time'. If the builder is very careful its not true. Also 'cheap' is relative. Ebay isnt the only place to get parts cheaper, but you can get quality oem parts for cheapER on ebay and you can pay more than local oem for junk aftermarket. There are plenty of people that think $2000 is a ton of money to go fast. Others would think $8,000 is cheap because someone else quoted them 10. Its like paying $600 at a dealership for your oil change compared to $300 at another shop or $40 at jiffy lube. The dealership can and quite often will give you poorer service than the other shop for twice the money, but jiffy lube is worse than both. Its just depends if you call a $300 oil change cheap or a $40 oil change cheap. They bolth are in relation to $600.

Like I stated, the biggest factor is the builder and the attention to detail in the build. A person knowing nothing can build a $5oo0 engine and the engine last a few thousand miles if lucky. But an experienced builder can build a reliable engine on a lower budget and make similar if not more power.
