94 Civic Hatch Wiring Issue

I have a 94 hatch and my fuse 19 (tail lights, dash lights, running lights) is giving me a negative charge. A buddy of mine told me to trace the wire and find where two wires are probably crossed, but I have no idea which wires to follow or where they go to, can anyone help me?

Do you mean a short to ground that is blowing the fuse?

Did you recently install an aftermarket stereo? How did the problem start?
