94 coupe headlight problem

Hey guys have a 94 civic coupe headlights come on brights are good dims are need less to say my phone light puts out more light. I have put new bulbs checked for and blown fuses and replaced switch. Also my gauge cluster doesnt light up. Replaced it as well still nothing. Any ideas?

Get a multimeter to check voltage.
Replace the appropriate fuses, just because they look good, doesn't mean they are.
Check your ground wires, replace if needed.

Sounds like a faulty ground or short. Inspect the grounds and plugs for corrosion first.

With the car on without engine running, start pulling fuses and see if the low beam gets brighter. If they get brighter verify that circuit for damage or corrosion.
