98 Civic Speedometer sticking

Just started encountering this problem today. When my car is in motion the speedometer seems to either stick at 20mph or jumps up and down around that speed. At idle it is also sticking between 15-20mph. Odometer also doesn't seem to be functioning either. When I turn the car off the speed returns to 0. I have a 98 Civic LX with approx 159k miles on it.

Also, I'm not sure if it has anything to do with it but this morning on my way to work I had to come to an abrupt stop due to someone in front of me. So abrupt that it actually stalled my car. Could this have caused it?

Thoughts?

Best thing to do is try swapping clusters and see if the problem still exists

Most likely it is a bad speedometer/odometer or cluster, assuming that the CEL works.

I do from time to time get a CEL for an O2 sensor so as far as I know it works. It hasn't been on in a few days but the chances of that going at the same time seem slim
