98 civic with B18b swap idle issue

Have a 1998 Civic Dx with a 99 B18b swap. I am haveing a idle issue with it. I used the stock 98 Dx wiring harness and running obd2 p75 ecu. I had to do the IAC 3 wire to 2 wire conversion deleteing orange wire. The idle is rough at 1000 rpm, cold start. When i plug the upper hole in throttle body it stops. I am wondering if anyone has had this issue. Wondering it the problem comes from the IAC conversion or a bad IAC. Dont want to go buy a $150 IAC valve and it not fux the problem. Have taken the IAC valve out, supplied power and you can hear it click. Just wanting some input on issue before i start throwing parts at it.... It is not a daily driver.

Any CEL codes?

Have you cleaned the IACV?

Does your throttle body have an FITV on it?

Cel on due to no Cat, IAC has been cleaned and yes on the FIT valve, Has been opened and tightened back down.

Test the ECT sensor and the TPS.
